A new communications law mandates closed-captioning for all video broadcast on television and then posted on the internet. The 21st Century Communications and Video Accessibility Act will benefit the roughly 10% of all Americans that need captions due to a disability, and was signed into law on Friday, October 8th. Melanie Humphrey-Sonntag, president of the National Court Reporters Association, talks about the new law.
