Al-Qaeda-inspired Islamic extremists are claiming a major victory in northern Iraq. They have seized control of Mosul, Iraq’s second-largest city. As tens of thousands of civilians fled their homes on Tuesday, the Iraqi government says it wants to declare a state of emergency and provide weapons to civilians to help fight the militants.
