The annual typhoon season has already begun in Japan. But with climate change has come more severe storms and heavier rainfall. Tokyo, a city built on marshlands, is particularly vulnerable to flash flooding. It has been erecting different defensive structures to prevent disasters, but as Thisanka Siripala reports from the capital city, these aren’t going up quickly enough.
