Haiti’s gangs can be seen as insurgents

Haiti’s armed gangs control much of the country, and the lack of a functioning government there exacerbates the island nation’s humanitarian problems. Host Marco Werman speaks with analyst Alexander Causwell, of the Caribbean Policy Research Institute, who sees Haiti’s lawlessness less as a criminal gang problem and more as a full-blown insurgency requiring a military response.
