The Trump administration announced plans to send 2,000 more troops to the southern border. Defenders of the plan say it will help alleviate a border agent shortage. But why is there such a big shortage, and can troops help? CBP officer and local union president John Monahan in El Paso shares his views with host Marco Werman.
