As fisheries across the nation face closures and cuts that could bring economic disaster, regulators are trying to balance the needs of fishermen and the needs of fish. Others say regulation isn’t the only answer. Some scientists and fishermen in New England are looking instead at fishing gear as a way to solve the problem.
