What’s the holdup on global vaccine donations?

The world is in a bind. Coronavirus infections are up. And there just aren’t enough vaccines to go around. After much pressure, the US this weekend lifted a ban on the export of raw materials needed in India to manufacture COVID-19 vaccines. But in recent weeks, there’s been a growing push for countries with vaccines to donate some portion of their vaccine supply to places in need. France made news when it recently announced it was doing just that. But as The World’s Elana Gordon reports,  donations have been really slow to take hold and complicated, as efforts inch forward.
