A rare apology from North Korea

Kim Jong-un told South Korea he was sorry about the killing at sea of a South Korean government official. But as Tufts professor Sung-Yoon Lee tells The World, it was not much of an apology. He says it’s part of a cycle of escalation and deescalation, a strategy that North Korea has mastered.
