Chinese investment: Win, lose or draw?

China’s Belt and Road initiative promises economic development to countries across the globe. But those deals aren’t necessarily win-win. In the Central Asia country of Kazakhstan, the tradeoffs of that investment require China’s neighbors to reckon with the persecution of Muslim minorities just across their borders.
