Could dramatic measures to slow coronavirus lead to human rights violations?

Most governments in Central America have joined much of the planet in taking dramatic measures to slow down the spread of the new coronavirus. El Salvador’s president, for example, closed the country’s borders more than a week ago. But as The World’s Jorge Valencia reports, many are concerned these efforts could lead to human rights violations.
