Congress has passed two coronavirus-related spending bills totaling hundreds of billions of dollars in the past two weeks to provide relief to some Americans in the form of paid sick leave and unemployment help. European countries are doing the same, but they differ in their focus, from saving businesses to suspending mortgage payments.
