Germany, Britain and France have challenged Iran over its resumption of nuclear activities. They have formally initiated a dispute resolution mechanism under the 2015 nuclear deal. That process could lead to UN sanctions being snapped back onto Iran. But analysts say the Europeans are actually trying to keep the agreement alive.
