Countries are trying to wean themselves off of fossil fuels by embracing renewable energy. The European Investment Bank is helping that along by funding clean energy projects. But in the Balkan country of Montenegro, most of the investment is going to hydro power. Marco Werman talks with journalist Lucy Sherriff about what's behind the emphasis on hydro in Montenegro and the concern over its effect on the environment.
