More than 100 countries have signed an agreement to ban cluster bombs -- weapons that explode into tiny bomblets and have been blamed for many civilian deaths long after the bombs were used. The U.S. hasn't signed on to the treaty. The World's Jason Margolis reports.

How cluster bombs work

The alleged mastermind of the 9-11 attacks has been held in military and CIA custody since he was arrested in 2002. Next week he and four alleged co-conspirators face arraignment at Guantanamo Bay.
