Fighting Mexican drug cartels (4:30)

Mexican drug cartels are fighting over control of lucrative shipping routes into the US. The Mexican government has mobilized its Army to the region but some say that's drawn violence to both sides of the border. The Bush Administration wants Congress to approve 1.4 billion dollars to help Mexico battle the cartels. But Congress says it won't approve the funds unless they're tied to preventing human rights abuses by the Mexican security forces. The World's Lorne Matalon reports.
