Mexico is debating a proposed drug law that would decriminalize the possession of small amounts of illegal drugs. The measure was passed by the Mexican Congress. But President Vicente Fox has sent it back, because of concerns that the law would lead to more illegal drug use. The World's Franc Contreras reports.
