President Obama's actions sometimes deviate from his rhetoric. Could the speech at the State Department tonight set a consistent tone?
People in the Middle East have learned to watch what the United States does, not what the United States says, according to Zachary Lockman, Professor of Middle Eastern and Islamic Studies and History at New York University. Lockman believes that the United States continues to act inconsistently, and that tonight's speech won't likely solve that.
