Supreme Court rules: EPA, not states, must regulate greenhouse gasses

The decision basically reaffirms a 2007 decision that says the EPA can and must regulate greenhouse gasses, though Justice Thomas and Justice Alito still disagree with that. The problem for environmentalists will come if Congress amends the Clean Air Act and strips the EPA of their authority to regulate greenhouse gasses.
Robert Hernan, former Assistant Attorney General in the Environmental Protection Bureau of the state of New York, and Jeff Rosen, professor of law at George Washington University, talk about the decision.
