Clashes between rebel forces and Gadhafi loyalists continue in Libya. Elsewhere, a debate also rages over whether to impose a no-fly zone over the country. Yesterday Defense Secretary Robert Gates cautioned Congress that a no-fly zone is more complicated than it may seem. But some experts are still concerned that, without a no-fly zone, Gadhafi will use the Libyan Air Force against his own people. Former British Foreign Secretary David Owen recently argued in support of a no-fly zone on The Takeaway. He joins us again today to discuss the situation on the ground in Libya and the best options for the foreign policy community.
