The sorry state of Lebanon's army became obvious last year when refugees in a Palestinian camp held off the army for three months. The U.S. offered help to train and equip the Lebanese Army, but U.S. help can only go so far according to this analyst especially because they have qualifications on what they expect from Lebanon in return. He says Russia could give cheaper bases and also fewer political requirements. Essentially the U.S. doesn't want a Lebanese Army that can challenge Israel but still challenge Hezbollah. But others suggest the Lebanese Army needs more weapons to be able to challenge Hezbollah. This analyst says it's unlikely Lebanon would buy weapons against the U.S.'s wishes, but he also says these movements could help Lebanon get noticed by the new Obama administration.
