Some Iraqi military men were surprised that American political power could pass peacefully to someone named Barack Hussein Obama. Ordinary Iraqis aren't certain he'll be able to change policy toward their nation.

The Bush Administration plans to lower the number of U.S. troops in Iraq to "pre-surge" levels by July, and today, Defense Secretary Robert Gates said he favors a pause in troop withdrawals after that;
