Could it be that they are people who have fled the political and social instability in Bamako? Missionaries, NGO workers, researchers etc.? I know many people who have done just that, none of them affiliated with the military in any way.  I think this kind of story is very irresponsible because it could make them the targets of suspicion and violence.</description>
