Pre-sorting began in the 80s and I am willing to guess more than a few pstaol big-wigs invested in it heavily and have gotten very rich off of it.   The pstaol service raises rates on non-pre-sorted mail to compensate for losses.To me honest, the more I type, the more I think it should be discontinued completely.  Get rid of all of them.  They are so lazy in the city it is sickening to even have to deal with them.</description>
